In the position system of telecoms companies, the salesmen face the customers directly and create profits for company the most directly. However, this group of people have lost vitality in recent years. They feel depressed because of the low salary and the gray future. Many factors lead to this result. This article will dig the deep reasons underlying from the perspective of occupation management system in order to solve the salesmen's lack of passion and the sense of belonging. It will make them happy to work and will reduce the cost of recruitment and the loss of technology and information.There are fruitful achievements in the academic circles at home and abroad about the researches on the occupation management system theory and practice. Based on the theoretical research results and the current situation of the salesmen in Chenzhou Telecom, it will analyze the main situations of their occupation management by empirical investigation:the coexistence of various employment systems, the formalistic promotion system, the single occupation development channel, the lack of enthusiasm and teamwork spirit, the brain drain and so on.. According to this, The dynamic target, based on the time gradient, innovation and development and comprehensive evaluation principle, this article will redesign the present career path, work shit system, salary system and training system and construct the occupation management system of the salesmen in Chenzhou Telecom systematically. It puts forwards a practical way for rotation and some better salary systems and training systems to ensure the implement of occupation management system. It also analyzes and puts forward some precaution measures for the possible constraints in the implement process.In the program implementation process, there may be internal public support, the operation details of the control difficult obstacles were analyzed and put forward preventive measures. At the same time, the article evaluates the positive effects because of disposing telecom resource rationally, stimulating people's initiative, improving staff's ability and supporting the company's sustainable development.
