International Standard Organization (ISO) has successively issued the standardsof ISO9000 Quality Management System and ISO14000 Environment ManagementSystem. 13 European countries have carried OHSAS18000 Occupational Health andSafety Administrative System into execution. These management systems have alsobeen implemented in China with many domestic enterprises having one managementsystem established and put into practice. Considering the characteristics ofpetrochemical enterprises, SINOPEC Corp. has been promoting HSE ManagementSystem which integrates health, safety and environment, and takes life quality,continued environment utilization and maximizing the profit of enterprise as sameimportance. HSE system is the effective integration of ISO14000 and OHSAS18000.However, separated execution of Quality Management System and HSEManagement System brings the enterprises heavy burden and inconsistent link up aswell in the course of system publicity, authentication and practical execution.Therefore, there is great demand and expectation of integrating HSE system andQuality Management System, especially after the successful integration of ISO14000and OHSAS18000.Taking the integration and execution of Quality Management System (QMS)and Health, Safety and Environment Management System (HSEMS) as subject, thethesis has studied the management principle and running mode of QMS and HSEMSas well as the possibility and effectiveness of integration. The particular proceduresand potential issues have been discussed regarding planning and organization,training and education, document formulation as well as management and evaluationthat petrochemical enterprises have to go through in systematic integration. Solutionhas been brought forward based on detailed study. Effective method forpetrochemical enterprise systematic integration, which is recommendable, isconcluded .
