Research On Informal System In The Reform Of The Endowment Insurance System In China

The reform of the endowment insurance system is, to some extent, a revolution vital to both our country and its people, which is being carried on under the circumstances of economic system reform and social structure transformation. Some scholars in this field have explored and analysed it from a multi-disciplinary perspective, but they stay at the very level of policy designing and operating, which, in this paper, proved to be insufficient due to the fact that any social policy is, admittedly, composed of formal policies and informal policies as well. As a matter of fact, much more attention has been paid to formal policies rather than informal ones. Similarly, when reforming the basic endowment insurance system of emplyees in some Chinese towns, great importance has been attacted on formal policies, ignoring that of the informal.It is in this light that the paper is meant to explore the reform of the basic endowment insurance policy of employees in some Chinese towns from the perspective of informal policies. The general development of the endowment insurance policy of employees in some Chinese towns, from which comes out its developing patterns and features. The efficiency of the policy, namely, "the combining of individuala' accounts and society's planning as a whole" has also been analyzed in this chapter.The positive and negative impacts of ideology, values and conventions upon the endowment insurance policy.The significance of strenthening the construction of the informal policies when reforming the endowment insurance policy. Some specific measures have been put forward in this chapter. For one thing, the ideology of socialist market economy should be further strenghtened; for another, citizens' sensibility to social insurance should be enhanced; finally, reinforcing the teaching of honest and believing in others.Based on the analysis, the paper is meant to point out the fact that much more attention should be paid to the construction of informal policies when reforming the endowment insurance policy in order to help the convergence of formal policies with informal ones, the policy innovation and, in the end, help smooth the reform of basic endowment insurance policy of employees in towns.
