A Comparison Of Domestic And Foreign Technological Innovation In Industrial Cluster Network View

Since the reform and opening up,many specialized industrial clusters have emerged in China, which promoted the rapid development of China's economy.However,it can not be avoided that the enterprises often end in a global value chains and are difficult to get high returns or sustainable development.The fundamental reason is lack of innovation.This paper attempts to compare the domestic and foreign cluster innovation in the network view,aiming to provide useful recommendations for promoting China's technological innovation within the cluster.In this paper,empirical analysis combines with normative,qualitative analysis combines with quantitative analysis,the comparison of overall combines with comparison of case.From the industrial network view,this paper takes Tianjin and Emilia-Romagna industrial zones for samples and compares the innovation environments,the sources of innovation and technology proliferation of China and Italy.Compared to the technological innovation of clusters in developed country,there are some inadequacies about environment for innovation,innovation source and the proliferation of technology in technological innovation of China's clusters.First,market level of innovation services is not high enough.Second,the government has limited awareness to traditional industries and small or medium enterprises.Third,technology innovation capability of clusters enterprise is weak,lacking the core business promoting the technological innovation of the entire industry.Forth,cluster enterprises lack of identity to the industrial zones.These have resulted in enterprises' innovation plight:the lack of confidence,lack of ability and lack of motivation. Therefore,it is needed to improve innovation environment,enhance their ability in technological innovation and stimulate the enterprise's proliferation power for promoting technology innovation in China's industrial clusters.Finally,some policy proposals are putted forward: protecting intellectual property rights to promote the development of commercial innovation services;according to actual situation,changing the government's awareness of traditional industries and small or medium enterprises;introducing innovative talents and enhancing their technological innovation capability;speeding up brand building and creating a good atmosphere of regional innovation.
