With the advance of China's science and technology system, large number application of scientific research institutes convert into hi-tech enterprises, the formation of a particular type of enterprise groups ------ conversion-technology enterprises. After restructuring, scientific research institutes change from the enterprise units, the nature of the non-profit organization into a profit organizations, financial allocations from the State no longer in the economic support must be fully implemented enterprise operation, a market Economy independent economic entities, and rely on its own strength to survive and develop. At present, the conversion of the institute for nearly eight years experience to the development and adaptation period, the institute has been in the management system, the basic realization of the restructuring of the enterprises into orbit, but as for the development of strategic thinking and the lack of systematic research, in the quest for organization .The sustainable development is also faced a series of new difficulties and problems, such as lack of core competitiveness of enterprises, product profitability declined, enterprise development rate has stagnated and the overall strength is not strong, and so on. Faced with the increasingly fierce market competition, if all no changing , the survival and development of the institute will be severely affected. As a particular type of group, which has certain similarities, but China's current study of such enterprises was relatively small.This paper is based on XX research institute , planning and decision-making patterns of use of the decision-making process, using PEST analysis, SWOT analysis, TOWS Matrix and GE screening model, and other related business strategy with the theories and methods , XX research institute of the existing problems to analyze and study. Enterprises from the analysis of the internal and external environment, operational analysis through strategic positioning, derived viable alternative strategic approach, and further in light of its business portfolio analysis and results orientation options, and ultimately reached XX research institute on the development of strategies and the implementation of the ways recommendations.The findings indicate that strategyic management primarily affects the sustainable development ability of the transformed institutes.Therefore, it is necessary for transformed institutes to establish development strategy and reallocateresource properly so as to develop core competency,enhance business performance and achieve sustainable development.To achieve development goals, XX research institute should actively implement the recent Institute, "the integration of resources, optimize the allocation, set clear priorities, the development of stratification" development strategy, efforts to enhance market operators, upgrade product / service levels, improve market share, create pillars of Products / services. In the medium-term development in the future, should focus on the pillars of products / services of scale, industry and branded enterprise system modernization, and the eventual adoption of long-term development, with the industry based on the steady development of diversified growth as large-scale Technology Enterprise Group.
