Unifying the characteristic of the scientific research item management, the development of modern project management theory used in scientific research item management is summrized in this article, and the function of scientific research item, the method of scientific research item project management, the theory of scientific research item management control, and organization management are analyzed in the article. In view of the problem in scientific research item management in Petroleum Production Technology Research Institute of JiLin Oilfield Company, management science theory, Cybernetics, System theory, Organization behavior study theory and diagnosis method are discussed in this article. The corresponding policy is proposed in organization arrangement, management flow, operation way, level-to-level administration, personal disposition as well as drive mechanism aspects, and suggestion acception is outlined here.
