| It has been gone through 30 years for economic reform in China。In 1978 Chinese Communist Party held the historic Third Plenary Session of the Eleventh Central Committee, which ushered in the new historical period of reform and opening up. Since then, historic changes have taken place in the state-owned economy and enterprises。However some disputes over the state-owned enterprises are to be resolved ,for example , it is noticeable to shift responsibility of problem in reform to the problem in the process of reform。State-owned enterprises originates economic system reform even all the reform ,others as financial system reform,social insurance reform,educational and medical system reform are associated with state-owned enterprises reform , therefore state-owned enterprises reform is at the center of all the disputes。At first this article gives systemic retrospect and evaluation for the state-owned enterprises reform ,analysis conclusions of property rights reform by Mr。Lang xian-ping。I t points out that denial to the orientation of state-owned enterprises reform base on the total inefficient property rights structure allocation and stress on principal–agent relationship and trust responsibility can not stand foot。We think that property rights reform can not replace everything including management ,property rights reform is vital to the enterprises management。It is a hard campaign to deepen the reform of state-owned enterprises。There are many difficulties to push forward reform of state-owned enterprises。We should steadfastly apply the Scientific Outlook on Development. base on totalitarian state-owned economy ,check out every aspects and chains influencing state-owned enterprises reform,make a systemic analysis ,find out the real barrier ,perfect the concerned proposal,can achieve a great success for state-owned economy and enterprises reform。The Scientific Outlook on Development takes development as its essence, putting people first as wits core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach。The most important aspect of overall planning is to deal with different relationships。Only by thoroughly applying the Scientific Outlook on Development to deepen the reform of state-owned enterprises can we deal with three relationships in a proper way as follows:First, relationships among the owners , supervisors and operators in a state-owned enterprise。State-owned assets are attributed to the state , State-owned asset supervision and administration of the state council as a special and authorized institution in the two levels of the central and local government, on behalf of the state upholds state ownership,. responsible for authorized institution ,at the same time on behalf of investor performs the responsibilities of investor , enjoying owner's equity . State-owned enterprises is the main carrier of state-owned assets.,as direct operating entity, possess property rights of legal person. So we should deal with both the relationships between the owners and, supervisors or the owners and, operators .Second, relationships among the public, non-public sectors of the economy. and mixed sector of the economy. Public sectors are the pillar of the national economy. Including public components state-owned, collective-owned and stockshare holding enterprises .in which state-owned components occupy the most. The report in the Plenary Session of the Sixteenth Central Committee stress to consolidate and develop unswervingly the public sector of the economy. Simultaneously to encourage, support, guide and create the development condition of the non-public sectors of the economy. Mixed sector of the economy. is different combinations of public and non-public sectors of the economy., in terms of stockshare holding enterprises. We further introduce the joint-stock system to develop a mixed sector of the economy. which made of state-owned ,collective-owned and non-public capitals。Sources of investment must be diversified.,therefore,public sector of the economy take the form of stock holding system。Third,relationships among the reform,development and stability。State-owned enterprises reform is in center of economic reform。State-owned assets administration is also an important task of current economic systemic reform。We must take the reform as a prime job。However, it is in a crucial stage when we deal with some workers laid-off,others reemployment and many problem with enterprises,sectors and local governments。All the solution may influence social stability , hence press on the State-owned asset administration system and State-owned enterprises reform。It demands that reform extent and velocity of development are formed with social endurance。This article make a four-point suggestion of State-owned enterprises reform base on the report of the Seventeenth Congress,:First,We made progress in reform of the management system for state-owned assets and adjustment of the distribution and structure of the state sector of the economy, vitality of the state sector and its impact and influence on the economy as a whole were greatly enhanced。Aggregate state sector of the economy is increased ,.economic efficiency , qualified function and competition power is raised since sixteenth Congress state sector of the economy makes great progress。Distribution of the state sector of the economy has appeared"increase and decrease"strategic change,"decrease"refer to number ,"increase"to dynamism, dominance and influence. on the economy。Second,Strategic reorganization of state sector of the economy can be carried out by asset transaction and flow of property rights。With the help of listed company ,state-owned enterprise can transform into public share company ,which is complete reorganization of stockshare system。We strive to ,make substantial progress in perfecting governance structure and transforming management mechiasm。On one hand we encourage to listed company home and abroad ,on the other hand establish mixed ownership of state-owned ,collective-owned and non-public capitals group level。Third,we will accelerate development of a budget system for managing state capital and normalize behaviors of the bonus handover,alleviate financial burden in a process of state-owned enterprises reform , lower expenditure of difficult enterprises。Revenue from state-owned capital is designed to industrial development planning and distribution revision , state-owned enterprise development , national safety strategy and other capital expenditure,or meet the gap from state-owned enterprise reform and social insurence。Fourth,we explore the Party administration mechism in implementing political leadership and political core in state-owned enterprise and stick to party administered cadres principle , with marketing mechism of choosing manager。Party organizations , in association with qualified auditing committee and attached institution,design the floor for cadres ,conforming business manager qualification。Party organizations are responsible standard,procedure and supervision。concrete procession are made by public recommendation and market selection, hence excellent person can be choosed and their qualification be raised。... |
