Jingyou Analysis And Promotion Countermeasure Research On The Core Value Of State-owned Enterprises

Taking public ownership as the main body, diverse forms of ownership common growth is the basic economic system in Chinese society. The state-owned enterprises plays a dominant role in the national economy, which determines and restricts the development of the collective economy, and at the same time influences and guides the development of non-public ownership economy; it directly reflects the nature of the social system of Chinese society, and acts as mainstay of socialist construction. Along with the increasing reformation and development of China's political and economic system, China is facing more complicated domestic and international situation; how to grasp the favorable situation, what to contribute for the prosperity of the country, and how to make a happy life for common people is both the Party and the government work's starting point and ending point, is even more a problem which should be consider in depth by the whole society and each state enterprise managers.Report of the Seventeenth Party Congress pointed out that, China's socialist modernization construction has made remarkable achievements, and the key lies in the integration of fundamental tenets of Marxism with practice of contemporary China and times developments, constantly promoting the localization of Marxism in china, gradually establishing and perfecting the theoretical system of socialism with Chinese characteristics including Deng Xiaoping theory, the important thought of Three Represents and the scientific outlook on development and other major strategic thought theory. So to speak, the ideology problem determines the success or failure of socialist construction.Consequently, based on the core value of state-owned enterprises, Jingyou thought and related evaluation methods, the research of this paper focuses on how to construct the core value of the state-owned enterprises, how to evaluate and improve it.(1) Exploration the relationship between the concept of state-owned enterprise core values and socialist core value from the theoretical aspectThe state-owned enterprises have characteristics both for-profit and for public welfare, whose economic benefits will be affected when there is too much social responsibility, and even the level of development of the national economy will be directly affected. However, the characteristics of state-owned enterprise itself and the incorporated socialist core values decide that it needs to undertake social responsibilities. Therefore, this paper made some discussions on aspects like advantages and disadvantages of incorporation the idea of socialist core values into the state-owned enterprises theoretically, these state-owned enterprises'characteristics, and the role they plays after the incorporation.(2) Construction of research framework on the incorporation of the idea of socialist core value's into the state-owned enterprisesAccording to the socialist core value idea, the Jinyou thought and its related theory and method, it can determine the subject and significance of the researches, clear the research difficulties, and determine the way to solve the problem. This paper also construct a systematic research framework, which covers main content, the theoretical basis, analysis methods and the refining and summarizing of related technologies.(3) Construction evaluation method of the core value of state-owned enterprises based on the Jinyou methodEvaluation methods of the state-owned enterprise's core values are constructed based on single level and multi-level index system. First of all, behavior subjects usually make a judgment based on their cognition; other subjects are often difficult to accurately grasp the actual condition of the measured behavior subject due to the limitations of time and space limitations; so, to evaluate the behavior subjects'core value needs to approve its core value advantage from as far as possible objective perspective, secondly, the core value is an invisible concept, whose corresponding target data cannot be obtained by direct measurement way; when relying on the questionnaire and interview to collect the relevant information, evaluators are often required to describe by linguistic information; so the 2-tuples linguistic information processing technology is needed to convert the linguistic assessment information into digital information which can directly involves in operations. Consequently, based on the Jinyou analysis method and 2-tuples linguistic information processing technology, the state-owned enterprise's core values'evaluation method is constructed in this paper.(4) Construction evaluation index system incorporated by the concept of socialist core value, take the state-owned insurance company as an exampleThe State-owned enterprise is a macro and broad concept; so different state-owned enterprise, in different industry fields and different actual production and operation conditions, have different concerns and emphases though they all belong to state-owned enterprises. Therefore, the evaluation of state-owned enterprises'core value should be arranged. This paper constructed evaluation index system incorporated with the idea of socialist core value to act as evaluation standard, which takes the state-owned insurance company as an example, combines the idea of socialist core values essence, and bases on interviews with experts.(5) Application researchA state-owned insurance company's data is collected through the methods of questionnaires and interviews, and whose enterprise culture and enterprise core value were identified by the constructed evaluation method and index system. This system is an example of application and verification of the proposed method, and at the same time it discusses the current problem on enterprise culture and enterprise the core value of this state-owned insurance company.(6) Countermeasures to promote state-owned enterprise core valueBased on theoretical analyses and practical assessments and for the discovered problems, some countermeasures for state-owned enterprises to enhance the core values are put forward, hoping to provide feasible suggestions and recommendations for the incorporation of the socialist core value concept into the state-owned enterprises.
