A Study On Fiscal And Financial Policies Of Employment Promotion

In spite of the amazing development in China recent years, the functions of employment promotion from economy growth has been weakened in some degree. The employment problem has become one of the major issues that deserves great attention of the administration, since three sources of the labor force supply—non-agricultural labor force transferring from rural area to urban, re-employment of the laid-off workers and the new entrants mainly the graduates, post great pressure of employment. In the past, our fiscal and financial policies not only contributed greatly in the economic development, but also mitigated the employment pressure. However, the effectiveness of fiscal and financial policies decreases along with the new economic situation and employment conflicts. The thesis, based on the employment theories, Chinese realities and the policies promoting employment in developed countries, puts forward suggestions to construct fiscal and financial policies system of employment promotion.The thesis consists of five parts. In the first part of introduction, there are related information and significance of the topic, domestic and foreign literatures review, research approaches, main content and innovation of the thesis. The first chapter provides the theoretical foundation of the thesis—it starts from the employment theory of developed countries and expatiates kinds of employment theories, then summarizes the employment theories from the modern macroeconomics view and analyses the mechanism of fiscal and financial policies promoting employment. The second chapter concerns the reference to the developed countries by analyzing features of their unemployment, the operation and effects of their employment policies. The third chapter, listing the employment data recent years in China, illuminates the situation and trend of the employment in our country and studies the causes of the employment pressure for sake of the Countermeasures in the following part. Based on the analysis of different employment theories and realities of our country, the last chapter points out the shortage of our employment policies and advances the assumption of constructing the fiscal and financial policies system for employment promotion.
