Employment is vital to the people's livelihood, and the solution of the employment is the foundation of solving the livelihood of the people. China is facing an increasingly severe employment situation due to total amount contradiction and structtwal problems between the workforce supply and demand. The historical practice of developed market economy countries has showed that the problem of unemployment could not be solved simply by market mechanism. Finance policy has most foundation significance in promoting employment. Therefore, it is a very important subject in the process of public finance construction in our country to clearly recognize the present situation of the employment in our country, grasp the conjunction spot between fiscal policy and employment promotion and look for the accurate financal policy strategy and policy domain to promote the employment. Under the double influence of the World-Wide Financial Storm and the recess of domestic economy and employment in China has been seriously impacted since 2008.Under the current economic condition at home and abroad, the study on China's fiscal policy on promoting employment is undoubtedly of great theoretical and realistic significance.The background of this dissertation is the imbalance of labor force supply and demand, the overall toughest job market during economic transition in China, taking the fiscal policy and the employment elementary theory as its foundation and has carried on the theory and the empirical analysis to fiscal policy's effects of employment from the economic angle, and attempts to put forward policy proposals of the promotion employment in fiscal policy.The main contents of the dissertation:The first chapter is the introduction. It elaborates the theory and practice significance to utilize fiscal policy to promote employments and alleviate employment pressures under the stern socio-economic and employment situation; at the same time, it summaries related research results to the domestic and foreign and proposes research technique and the research content of the dissertation. The second chapter studies elementary theories of the fiscal policy and employment. This chapter makes the theory upholstery for this dissertation through the relations analysis of fiscal policy and employment. First, it elaborates elementary theory on the fiscal policy which includes the connotation, type and tool of the fiscal policy; then it elaborates the elementary theory of the employment including employment connotation and the evolution of employment theory development; finally, it analyzes in theorey the relation between fiscal policy and employment relations.The third chapter carries on the economic analysis to the fiscal policy to expand employment This chapter analyzes principle of economics of the fiscal policy to promote employment and carries on the economic analysis to the fiscal policy to expand employment through the theoretical model and the even supposition.The fourth chapter conducts empirical study to the fiscal policy to promote employment. This chapter analyzes the fiscal policy for promoting employment from the real diagnosis angle. Firstly, it makes the empirical analysis for China's employment situation on the basis of the employment policy, employment rate, employment structure and outstanding issues of employment. Then, this section conducts the empirical analysis on the employment effect of fiscal policy by means of applying the econometric model to select empirical model, get data, calculate indicators, test method on smoothness of data and make regression analysis of co-integration. It also creates the evaluation on China's fiscal support on employment policy and analyzes the present issues.The fifth chapter is based on the analysis of fiscal policy to promote employment of some developed countries, developing countries and countries of transition. This paper propoes path selection of corresponding policy to creat more job opportunities in China.The sixth chapter provides some suggestions of fiscal policy for promoting employment, which aims at analyzing the first few chapters and giving the targeted fiscal policy advices for promoting employment, in terms of China's grave employment situation. Lastly, it states the path choice of fiscal policy to promote employment, which bases on learning the lessons and experiences of developed, developing and transitioned countries in this field. This policy mainly includes improving building system, strengthening policy control, perfecting fund-raising mechanism, increasing fiscal support, standardizing funding administration and raising the cost-effectiveness of social security system.This article focuses on the theoretical analysis in the course of analysis and study, and supplements the empirical and quantitative analysis which mainly apply the methods of documentary research, empirical analysis and system analysis. It makes the theoretical analysis and empirical study on the employment effect of China's fiscal policy, and suggests the systemic enforceable recommendations of fiscal policy for its conclusion.
