Since 2008,the world's changing financial and economic situation, With the U.S. subprime mortgage crisis intensified and gradually escalated into a financial crisis sweeping the globe, the United States, the euro zone and Japanese economies have all been in recession, the world economy is facing the most serious challenges for many years. By the international financial crisis, China's economy is facing a double whammy: on the one hand, the developed countries into a recession leading to a substantial reduction in foreign investment and aid; the other hand, exports from developing countries severely disrupted. It is for these reasons, making the original grim employment situation in our country worse. In 2009 to 10 years, China's economy began to recover, but the role of economic growth, promote employment has decreased than in the past. How to effectively address the employment pressure has become such a huge long-term policy should be concerned about. Along with these jobs and economic recovery, the emergence of contradictions in the new situation, China's past, the effectiveness of fiscal and financial policies have encountered bottlenecks. In this paper, theoretical and research-related employment in China after the economic crisis economic recovery, combining the actual situation, by drawing on international experience in developed countries to promote employment and put forward tentative against the tax and financial policies to promote employment system's recommendations.This article is the financial tsunami struck, China's external economy has been caused by the worsening employment situation, analyze the employment problem in China in recent years the current situation and existing problems. Suggested our government should adopt in fiscal and tax policy, not only can promote short-term employment at the same time without prejudice to the country's economic recovery and development. Therefore, this article is not purely theoretical, but even more focused in our country's present economic conditions practicality. This first part introduces the basic theories on employment at home and abroad; second part describes the context of financial crisis, the country's employment situation; third part analyzes the impact of financial crisis, the context of the reality of our country's employment factors; fourth part of the study of China's current fiscal policy in promoting employment in terms of defects; fifth part of studying the use of fiscal policy to promote employment, the experience of learning from them; sixth part of the research against the background of financial crisis, fiscal policy options to promote employment.
