Research On Current Situation And Developing Strategy Of Hunan Rural Small Hydropower

Rural Small hydropower is a kind of noncarbonic clean energy and is becoming more and more concerned around the world.Rural Small hydropower resource in China is very rich. After construction of several decades, we have almost solved the problem of whether 400 million persons can use electricity in rural areas. This shows that Rural Small hydropower is of more and more importance in Promoting rural economy development and environmental protection. It is not only a kind of technique and means to solve rural energy, but also novel Rural Small hydropower industry having good social, economical and environmental performance. And it has been a strong pillar of two new rural civilization constructions of our countryThere is, however, some problems which should be solved in the course of Rural Small hydropower development. This article is found on the analysis of present condition of development, and scientifically approach the issues initiated in Rural Small hydropower development, and then theoretically investigate countermeasures in Rural Small hydropower development in Hunan province. And finally this article positively research the actual problems, and it also puts forward an actually viable ways to solve the problems.This article is divided into five parts. The first part is the outline of Rural Small hydropower development. It expressed the study dynamic state of Rural Small hydropower development at home and abroad, including research of development and management of and practice experience.The second part is the analysis of present conditions and issues of Rural Small hydropower development in Hunan province. Firstly, it analyze the great success from Rural Small hydropower development in the respects of benefiting farmers in mountain areas, promoting two new rural civilization constructions, promoting " agriculture, farmer, rural " problem to resolve, turning ecosystem environment better and pushing economical society in our province to develop continuously and healthily. And then reveal the problems in management system and economic policy...etc., analyze the disadvantageous influence of resources and ecosystem that chaos developments have brought.The third part is about the development countermeasure of Rural Small hydropower development in Hunan province. This part is based on the first two parts. It includes the countermeasure which to plan the small hydroelectric station in Hunan province, to construct good necessary economic environment and investment environment, to solve the problems of Rural Small hydropower. These countermeasures include reforming product power system, perfecting policy guarantee system, extending margin outlet, strengthening resource management, norming electric power market, establishing expiation mechanism, perfecting investment regulation system.The fourth part is about the present condition and suggestions of Rural Small hydropower in Xinhua county. With regard to the comprehensive evaluation, Xinhua's development of Rural Small hydropower is a bit faster than the average in Hunan province and begins to gather momentum, although there are some unsatisfactory problems, such as too low price, out-of-balanced market order, broken ecosystem environment and no-perfect compensate mechanism and put forward an actually viable concrete measures.The fifth part drew a conclusion to this research, pointing out the innovation to order, and put forward further study direction in the future.
