Research On The Implementation And Extension Of The Small Hydropower For Fuel Project

Sustainable development is the only choice for human development and is also an overall strategy of China. Energy is one of the key elements which human being depends on and is close related with sustainable development. To improve the energy structure, increase the energy efficiency and develop new and renewable energy are the basic energy strategy in China.For a long time, the development of rural areas in China has been perplexed by the rural energy problem, especially the rural households'energy consumption. The energy shortage limits the rural development and at the meantime, the traditional energy options in our country are firewood and coal resources, the contradition between the traditional energy consuption and environment protection is becoming more and more prominent. The rural sustainable development needs the integration of ecological benefit, social benefit and economic benefit. It requires the kind of energy which should meet the demand in quantity with effective, environmentally friendly and sustainable manners.Small hydropower resources are very rich in China, mainly located in the western developing areas. Small Hydro Power (SHP) is a proven, clean, environmentally sound form of energy with solutions to rural electrification and promoting poverty-alleviation in remote rural areas.Aiming to protect the environment and improve rural development, the Small Hydropower for Fuel project is another important strategic decision subsequent to the Grain for Green project of our country.On the basis of the investigation in the pilot area in Guizhou Province' Pu'an, this theis do a case study concerning the three parties: rural households, local government and hydropower corporation .This thesis systematically analizes the problems emerging in the pilot area, sums up the successful experiences and at last, combined with literature research, put forward some advises that are helpful for the Small Hydropower for Fuel project's long-acting and stabilizing development. The major research results are as follows:(1) Using case study method , this thesis do a thorough research on the past and changing condition of rural enery usage, energy substitution and the effect of traditional energy'usage on environment in pilot area in Pu'an , Guizhou Province. The research result is useful for the choosen of rural development policy, especially rural energy use policy.(2) With a multi research angle on local rural households, government and hydropower corporation, the performance of the project, the related factors affecting the performance and the succesfull experience of functional mechanism are studied, which are useful for this project's further extention.(3) At last, this thesis conducts a prospective study of the small hydropower for fuel project and makes some suggestions for future policy consideration.From all above, this study forms an academic reference for the future development of the Small Hydropower for Fuel project and rural energy construction in the new era.
