Discussion Of The S&T Policy And Effect Of Economic Development In Nanchang City

The competition is about economy, and ever more about science and technology in modern times. By policies, investment, assistance for projects, services, among which the S&T policy is most deceive factor, the government provides the sustained development to the S&T. The trend of the S&T policy not only settles its development and combination status of economic production and S&T, but decides prosperity and decline of nation and locality. Therefore, nearly all of nations or governments regard promoting S&T advancements the first priority. Plus, the S&T development is affected by adequate policies, together with good economic foundation, talents situation and social culture atmosphere. Accordingly, in this paper, by researching the status of the S&T input, talents and the development of high technology, using the experiences of some foreign developed and developing countries for reference, contrasting with some other regions' successes, and mapping out the S&T policies and its domino effects in Nanchang City, the author attempts to formulate its niche and provide references tallying with the situation in Nanchang City, in a view of the circumstances of its inheritable superiority, economy, culture and talents.In the first part of the paper, the author comments on and analyzes the existingS&T policies, and searches out the key realms and trends according to the situation of the S&T development in Nanchang City. Then, the shortcomings of the S&T policies are sized up, based on the introduction of the effects of it.Showed are Domestic and foreign Successful experiences and inspirations in the second part. By selecting three typical foreign countries—America, Japan and India—to be the examples, coupled with Beijing and Shenzhen at home, the author searches out the inspirations of formulating the S&T policies in Nanchang City.In the third part, by using the analytical way—SPSS, it is explained that the economic development is closely related to the S&T input, after the analyses of the relationships of them in eleven prefectures in Jiangxi province. The author puts forward the countermeasure and proposals, analyzing the benefits of the S&T input.The suggestions are given in the forth part to perfect the S&T policies in Nanchang City. The author advances the measures that adapt to the situation in Nanchang City, providing detailed proposals for formulating the S&T policies from the following six aspects—the S&T structural reforms, the enterprise innovation system building, the S&T investment and financing system, intellectual property rights, and talents building, etc.
