Its quantity and quality, especially theadvanced innovation capability, is becoming the key factor of restrictingeconomic growth and social development. The beginning 20 years of thiscentury is the crucial strategy opportunity of the development of economyand society in Hebei Province. To practice new-type industrialization and torealize the third pace of developing strategy, it is necessary to solve theproblem of inadequate science-sustaining capability through training a teamof advanced talents of science and technology with rational composition, finequality and grand scale.
