Research On The Effective Supply Of Human Resources In China's Building New Socialist Countryside

The building of new socialist countryside has great importance to change the situation of poverty and backwardness in rural areas and realize the well-off society at an early time. To promote the building of new countryside is a long, arduous project, need to invest a huge material and financial resources, but more needs to play the people's role, because only people can make good use of these physical capital. However, the stock of human capital is shortage in rural areas, as the reasons that one-way flow of rural labor and outside talent has poor access into the rural, the human resources that build new countryside face the problem of insufficient supply. How to solve this problem is the key whether we can build a new socialist countryside. Based on this, the article studied on how to strengthen the effectively supply of human resources in the building of new rural areas.Firstly, the article briefly describes the research background and significance of the building of new countryside, and have an overview to the peasants'important main status and lack of effective supply of human resources in the new rural construction; Secondly, the relevant theories are reviewed, about rural human capital at home and abroad, rural labor mobility, the supply of public goods in rural areas; And then, the article analysis the status of human resources in rural areas from both the demand and supply as the background of building a new countryside, and come to a conclusion that the supply of labor and public personnel in rural areas do not meet the requirements of building the new country; On this basis, the paper makes a comprehensive explanation on the obvious contradiction between supply and demand of human resources in the new rural construction, the reasons are lack of human capital and one-way flow of rural labor force respectively; Finally, the paper proposes to solve the supply shortage of rural human resources, the measures are as follows, to balance industrialization, urbanization and new rural construction on the human resources demand, to resolve inadequate supply of human resources from inside and outside rural areas in building new countryside.
