But, in present, the rate of sewage treatment only be exceed 52% in big ormiddle city, many city have not sewage system. So,a great deal of financing should paid onmunicipal sewage treatment system.This article research HZ sewage treatment project which is one of the zhengzhou planningprojects. First project is 3×10~4m~3/d, total financing is 5135.07×10~4yuan and is gong to start at2009. Traditional project financing pattern can't afford it becaust of lower finance,.It isnecessary that personal capital should be attracted to project financing. Personal capitalinvesting have many advantages,such as light fiscal burden, heigh investment efficiency.newsewage treatment project financing pattern.On the base of expatiating project financing theory, the article analyse the status of HZproject,and finds the question of HZ project,and emphasize the importance of attractingpersonal capital. The article analyse different project financing. Among the five projectfinancing patterns, the article choose BOT as HZ project financing pattern after analyse andcomparing. Finally, the article makes eonomic analysis risk analysis in order to find usingcondition, we can draw a conclusion that BOT is the best financing pattern to HZ project,and,the price of sewage decontamination which is 0.907yuan/t—1.146yuan/t is appropriate togovernment and invester.The outcome of this article is benefit to market finance of sewage treatment project,moreover, It is also benefit to government and invester using BOT project financing patternwell.
