Research On The Application Of TOT Financing Models In Urban Sewage Treatment Enterprise

In recent years, with the rapid development of economic, diverse financing and operation models have been accepted by market gradually, thereinto BOT (Build-Operate-Transfer), TOT (Transfer-Operate-Transfer) model have been applicated widely. For a TOT project of water business, negotiation for finance appraise is the most sensitive and hard step, for it relates to allround benefit, such as public, government, investor, operator etc, so it's a focus of the market.Accordig to the domestic and foreign market studies, this paper first describes the TOT financing theories, focusing on the concept of TOT model and its basic characteristics. After this we give the reasons for use the TOT model in the sewage treatment enterprises. Second, this paper introduces the operational procedures of TOT project and the stept analysis is given. At the same time, the key factors of TOT enterprise applications in wastewater treatment is studied, such as the sewage into the water pricing, investment rate of return, and the concession period.
