Research On The Application Of PPP Financing Model Of Changzhi City Sewage Treatment Plant

Now local governments can hardly meet the funds needed for the growth of urban public utilities if they only use debt or fiscal deficits.The appearance of the PPP model has effectively relieved the government’s financial and financial pressures,making it not only burdened with excessive debt while providing society with better public services,but also increased the supply of social capital investment channels to make public product supply efficiency efficient.The dramatic increase in the number of non-public economies has made their role in social development more pronounced.In this study,after consulting a large amount of literature with the literature method,the research on related PPP financing theory system was combed.Based on this,the combination of theory and case method and field inspection method was adopted from the perspective of project financing cost,risk and benefit.Combine the actual situation analysis,comparison and summary of the application of the PPP model in the Changzhi City WWTP,and study the economic benefits and cost involved in the process of the PPP financing project,as well as the financing structure of the project risk and investment,investment,and funds.Comprehensive analysis found that the application of financing for PPP projects in Changzhi Sewage Treatment Plant has legal risks,risks of policy changes,PPP projects have not undergone stringent “value for money” value analysis,and information disclosure is still incomplete.This study concludes with a summary of the experience of the PPP financing model in Changzhi City’s sewage treatment plant network integrated project:(1)The government needs to promote the transformation of government functions,strengthen the supervision mechanism,propose the establishment of a comprehensive PPP service platform,and introduce third-party regulatory agencies;(2)At the system level,laws and regulations need to be improved,and the information disclosure mechanism needs to be improved;(3)Feasibility analysis of value for money needs to be done at project level.
