With the growth of China's import and export trade volume, customs as a governmental organization responsible for supervision and control over all arrivals in and departures from the Customs territory, its duty is becoming more and more heavy and arduous. On the condition of limited human resources, how to keep the balance between "efficient operation" and "effective supervision" is becoming the goal of customs modernization strategy. To achieve the goal, applying advanced information technology is a requisite and feasible method.Based on summarizing supervision modes of domestic and overseas customs, this paper expounds a logistics supervision system of modern customs, analyses the present condition of customs supervision over bulk and general cargo, proposes the thought of constructing customs supervision system for bulk and general cargo. Then combined the practice of Dalian Customs, regarding Dalian Gulf Bulk and General Terminal as a research object, this paper establishes a system suitable for Dalian Customs' supervision over bulk and general cargo.This research can ensure that import and export logistics flow and declare quickly on the premise of effective supervision, ensure that customs supervise continuously and integrally. In the same time, it adapts the character of modern commodities and developing need of modern logistics, extends supervision space time, enhances supervision efficiency, quickens the turnover speed of modern logistics during the course of declaring, realizes the combination of "efficient operation" and "effective supervision", achieves the goal of dual effective management on customs supervision over bulk and general cargo.
