The Analysis And Research On Supervision Mechanism Of Tendering And Bidding In Our Country's Construction Industry

Tendering and bidding has already become a more and more popular way of transaction in market economy and a key means to participate in international competitions. Owning to its vivid characteristics of fairness, equality and openness, tendering and bidding has been widely applied to different parts of China's construction industry such as investigation &surveying, design, construction, supervision as well procurement of important equipments and materials related with constructed projects. Intangible results have been achieved after promotion and execution of tendering and bidding in a down-to-earth manner. However, under the backdrop of dramatic changes in our urban development, as far as tendering and bidding adopted in the construction industry is concerned, numerous malpractices and problems emerge due to inadequate supervision, which runs counter to the objectives of tendering and bidding, restrains the development of this industry, undermines social morality, even negatively affects the international image of our country and becomes a note of discord in social development. Therefore, it is worthwhile conducting research on how to standardize tendering and bidding adopted in the construction industry through stronger supervision.Therefore, in this article, the author studies the supervision mechanism on tendering and bidding adopted in the construction industry. First of all, the author introduces the development process and execution of tendering and bidding adopted in the construction industry and makes it clear that it is the development stage and unique Chinese situations that bring about problems. Then the author introduces the basic information about the legal system and operation system of the supervision mechanism on tendering and bidding adopted in the construction industry. Starting with the analyses of typical cases from the tendering and bidding adopted in the construction industry, the author makes a pertinent analysis of the existing problems in the supervision mechanism on tendering and bidding by virtue of analyzing the relevant supervision theories.
