Study Of Tendering And Bidding Procedures Of Engineering Construction Projects

In accordance with the state stipulations of the People's Republic of China, bidding is required for engineering construction projects including the engineering survey, design, construction, supervision, and procurement of major equipment and materials required for engineering projects. The method of analysis is adopted to make necessary researches and theoretical explanation of domestic bidding and bid practices in the first place. Then comparison is used to study and analyze domestic bidding and bid procedures with overseas bidding and bid procedures, demonstrating the nonstandard and imperfectness in the domestic bidding and bid procedures and operations, which are in urgent need for feasible solutions and measures on the basis of specific research and analysis. Based on the above analyses, the bidding and bid of the new International Exhibition Center Project of China in the business district of Tianzhu Airport City is taken as an example to analyze the several special conditions during the standardization of bidding procedures and the bidding for specific works in the project, for which concrete solutions are proposed. The specific works include Design of"Green Passage"Procedure, Design of Qualification Assessment Procedure, Design of Procedure to Expand Bidding Candidates, Design of Confidentiality Procedure of Employer's Bid Evaluating Experts, and etc. The example is given for reference of practical operations during bidding and bid of similar large projects. Finally, deficiencies in the design of the whole bidding and bid procedure are pointed out, including insufficient informatization construction and utilization, lack of basic principles for formulating reasonable quantities of items provided with tentative unit price in the bidding project, and etc. It is imminent to realize scientific operation of the bidding process, and only by complying with scientific bidding and bid process and operating process, can the bidding works of enterprises not be positive and the conclusion of the bidding be convincing.
