Agriculture is basic industry of national economy, and the development of agriculture affects directly the development of national economy. Agriculture is frangible industry with risk; agricultural producers are faced with both natural risk and market risk. Especially after China joined in World Trade Organization (WTO), the protection of agriculture is defined to the non-price protection in a great degree, As nonprofit able insurance, agricultural insurance has already been one of the most important tools of non-price protection of agriculture on international, but Related agreement of WTO explicitly stipulated that governments can participate in agricultural insurance in finance to support their country agriculture. So it is one of the important ways by which government protects agriculture to develop steadily.Jiangsu is a province with more agricultural economy which goes on with more natural disaster in China. The agriculture and the development of the village and the farmers all need the support and the protection of the agricultural insurance urgently. Since the reinstitution of the agricultural insurance in 1984 in Jiangsu, to some extent, some results have been achieved, but there are still some problems: the participation of the agricultural is low, the loss ratio is high and the premium collection can not cover the loss, these can not maintain the business of agricultural insurance companies. There is no a real agricultural insurance market in Jiangsu province.At present, management of agricultural insurance in Jiangsu matter is from the legal construction, environmental government, insurance main body cultivation, insurance pattern foundation, financial and tax revenue support and so on, cannot meet the needs, which agricultural economy develops unceasingly. Therefore it is very necessary to research agricultural insurance.The dissertation takes the factors driving the agricultural insurance demand as research subject, main contents include following several aspects: takes agricultural insurance theory as instruction, the character of natural disaster, the current agricultural development in Jiangsu province, based on the character of agricultural insurance and the condition of Jiangsu, researched the factors driving the agricultural insurance demand, and draws a conclusion that strengthen the government's support in the strategy programs of development of Jiangsu agricultural insurance.
