The service enterprise group of petroleum industry, that gives priority to the petroleum engineering technical service, is playing the vital role in the construction and development of petroleum industry economic, and the level of competitive advantage of service enterprise group has directly related the competitive ability in the petroleum industry. After the CNPC established separately, the service enterprise group of petroleum industry separates from the principal of petroleum production, which lead to its internal contradiction more centralized and the external environment sterner. The survival and development has become the most important question in the service enterprise group of petroleum industry.The paper take the competitive advantage as the research core, from the three dimensions, which are the internal resources, the market resources and the external environment, to constructed the structure of competitive advantage factor in the service enterprise group of petroleum industry, to study the level of competitive advantage about service enterprise group of petroleum industry, and these can bring the new mentality in the competitive advantage strategy of the service enterprise group of petroleum industry in China.Firstly, the paper has summarized the related theories of competitive advantage. The theories, of which are the industrial organization, the core competitive ability and the competition strategy, have laid the rationale abasement for the research.Secondly, the paper has constructed the overall structure in competitive advantage factor on the service enterprise group of petroleum industry. Based on the setting up of service enterprise group of petroleum industry in China and its own characteristics, as well as the main service enterprise group of petroleum industry in overseas, and analyzed the competitive advantage connotation of service enterprise group of oil industry, the paper, from the three dimensions, which are the internal resources, the market resources and the external environment, constructed the structure of competitive advantage factor on the service enterprise group of petroleum industry.Thirdly, the paper has carried on the appraisal model of the competitive advantage about service enterprise group of petroleum industry. Based on choosing the competitive advantage appraisal targets of the service enterprise group in petroleum industry, the paper has established the fuzzy integral appraisal model and took the Daqing petroleum administrative bureau as an example to analysis.Fourthly, the paper has carried on the competitive strategy localization of the service enterprise group of petroleum industry in China. Based on the recognition of the key factor in the competitive advantage about the service enterprise group of petroleum industry, the paper has utilized the method of the Strategic Position and Action Evaluation and took the Daqing petroleum administrative bureau as an example, to determine the posture, which the Daqing petroleum administrative bureau should adopt in the next competition.Finally, the paper has proposed the countermeasures on the competitive advantage about service enterprise group of petroleum industry. From the implementation of scientific enterprise strategy, the creation of competitive advantage in industrial alliance, group managements, effective financing strategy, human resources and technology, as well as the optimization structure in the service and market strategy, the paper proposed the countermeasures on the competitive advantage about the service enterprise group of petroleum industry. These countermeasures will provide the model of competitive advantage strategy for the service enterprise group and the administrative bureau or the exploration company that belonged to it of petroleum industry in China.
