The Endogenous growth theory in mid-1980s gave up a simple the accumulation of elements theory or on the decision of the industrial structure, but which research how for the economy keep on growth of technique condition and build up the mechanism of technique progress. Intellectual Property rights(IPRs) Protection is the important arrangement which helps the technique to progress, it relate to national independence creative, international technically transfer, various aspects such as FDI and international trade etc., in the end relate to a national economy growth.In recent years, the relation of IPRs and economic growth has been frontier and hot issues in economics .Particularly the intelligent property right policy of developing country have become our country to overcome a short-term technique predicament and of key factor to help the economy to increase over the long period.Through the promotion of technological innovation and transfer of technology, IPRs promote economic growth. One hand, the IPRs stimulates the domestic R&D investment, promoting technological innovation; On the other hand, the encouragement of foreign technology transfer in various ways, such as by improving the patent system provides for the protection of foreign advanced technology.Since developing countries have a certain capability of independent innovation and imitation, so developing countries to strengthen IPRs, not only promoting domestic R&D investment and innovation, also encouraging the introduction of advanced foreign technologies so as to achieve a higher level of innovation. However, for a long time the research on the economics of intellectual property rights is mainly in the developed countries on the background, but in developing countries evaluating the effect of intellectual property protection is minimal.In this paper, based on the perspective of multinational companies including intellectual property protection, technological innovation and the international transfer of technology (FDI, export trade and Technology concessionaire), constructions model for the analysis of the developing countries to strengthen IPRs for technological innovation and transfer of technology. Using econometric analysis tool on the level of China's intellectual property rights protection and economic growth, demonstrating that China's IPRs and economic growth is the long-term balance between ,and the strengthening of intellectual property role in promoting technological innovation. The final in the article, with the conclusion of the study of China's IPRs and the existence of the problem, provides the relevant policy recommendations.
