Intellectual Property Protection, Technological Progress And Regional Economic Growth

After the Third Technological Revolution,technological innovation and technological advance had become increasingly significant for the social development and economic growth.At the same time,the intellectual property protection system which is an important institutional guarantee for the technological innovation and technological advance has also attracted more attention.Therefore,discussing the logical relationship among intellectual property protection,technological advance and economic growth in depth is significant to deeply understand the effect of intellectual property protection system and describe the mechanism and path of intellectual property protection affecting economic growth.Based on the existing research foundation,this paper constructs an evaluation index system of China's regional intellectual property protection level from the perspective of legislation and law enforcement,and makes a dynamic evaluation and comparison of intellectual property protection level in 31 provincial administrative regions of China from 1998 to 2016.At the same time,based on the intermediary effect model,this paper empirically tests the mathematical relationship among intellectual property protection,technological progress and economic growth,and examines the mechanism of intellectual property protection affecting economic growth.The main findings are as follows: Firstly,there are two ways for intellectual property protection to affect economic growth: one is direct impact,that is,intellectual property protection directly promotes economic growth,the other is indirect impact,that is,intellectual property protection promotes technological progress,and then affects economic growth.Technological progress plays an intermediary role in the relationship between intellectual property protection and economic growth.Secondly,from the direct point of view,intellectual property protection has a relatively obvious role in promoting China's economic growth,but it has certain particularities in different regions.Thirdly,from the perspective of intermediary effect,apart from the direct impact of intellectual property protection on economic growth,technological progress can also play a mediating role in both,thus driving economic growth.Fourthly,in different regions,the intermediary role of technological progress in intellectual property protection and economic growth is also significantly different,It only plays a significant intermediary role in a few areas.Therefore,in order to fully stimulate the positive role of technological progress in economic growth,we need to take measures according to the time and local conditions,further improve the intellectual property protection legislation system,strengthen law enforcement,form a sound and moderately flexible intellectual property protection system,and lay a solid institutional foundation for the rapid and balanced development of China's regional economy.
