The historic district is precious preserving heritage of mankind, which contains abundant history and cultural resources and reflects the development of the city. People attach much importance to its tourism development recently, especially after the success developments of some famous historical and cultural cities like Lijiang, Pinyao and Zhouzhuang. Most researches are about historic district protection and realignment. there are only a few systemic studies on tourism development. This study tries to contribute on the systemic study on tourism development on Pingjiang historic district.This paper first clarifies the conception of historic district and the related concept. Then it review the history of historic area protection and development in China and overseas, and the positive and negative aspect of the historic district tourism development. After that, the article presents the related development mode, its principle and process. A case study of tourism development is done on Pingiang historic district after analysis of tourism resource of it. In the study, I present my thinking on historic district protection, tourism development and management.After the theoretic analysis, detailed investigation and case study, I come to the conclusion that the development of historic district is quite different from ordinary areas. The tourism development on historic district has two quite different effects. On one hand, the protection on it can improve the economic growth of the area. on the other hand, it has some negative effects. We must figure out the most suitable mode of development following some basic principle and the prerequisite on development is the protection of the area. Through win-win way of development, a method in which we protect and develop at the same time, the area may enjoy a sustainable development.
