Study On Efficiency Of Agricultural Technology Promotion In Our Country

Since the reform and open policy was carried out, the great change has taken place on the rural econ- omy system and the structure in our country. The structure of production of farmers has been developing multiplex- structures, so farmers present the multiplicity to the demand of the agricultural technology. But many problems and difficulties in the promoted system were existed in our country traditional agricultural technology department. Faced with the new situation , it cannot effectively meet farmers'technical diver- sification need, leading to the agricultural extension efficiency decreasing.This article explores and analyses all kinds of factors of having effects on farmer to use technology, and found out some deeply reasons causing the low efficiency from the agricultural extension system, thus provides evidences for agricultural technique promotion organization, which can truly meets farmer's technical need.In theory, this article analyses the agricultural technology promotion and farmer technology adoption using the development economic, the technical induction theory; in the investigation, according to sample investigation data from three villages of Wu Chuan County in Inner Mongolia and Probit model , the real diagnosis research on adopting the poison- escaping technology of potato was done.The result indicated that, farmer's adopting technique and his age, cultivated area, department's technical guidance and training, non-agricultural income proportion and agriculture loan have more remarkable relations and technique department's instruction are the most important influence factor in all of them, which indicated that technical training plays a bigger guidance role, and strengthening the agricultural extension department's work is needed objectively to enhance the promotion efficiency. According to the investigation result , the technical guidance work of the extension department is still rather weak, which has the direct relations with the lack of expense and problems existed in organization, therefore, extension system and mechanism reform are imperative.According to the above conclusion, this article proposed the following countermeasures and policies: to increase government investment, to promote ways of the multi-channel , to establish "the two-way tran- smission" information system and to strengthen agricultural technology training.
