"Satisfactory policy"based on "Bounded rationality" is Simon's major contribution to economics. It is also the theme which Simon explored from a multidisciplinary perspective of theory and experience during his lifetime. Simon received the 1978 Nobel prize in economics because this theory successful applied to the economic organization's internal decision-making process researching. In fact, the concept universal appliedwhich are "Bounded rationality","satisfactory policy","moderate profit"and theory of corporate behavior show Simon's "bounded rationality" theory widely influential.This paper Raised "Bounded Rationality"necessity which mainly started from the analysis of "economic man"assumption and defects in the classical theory of management. Demonstrated fully the correctness of this theory through revealed the origins of Simon's rational theory and analysised theory methodology of bounded rationality theory. And showed Simon rational theory application to Policy Management.
