Herbert Simon's bounded rationality has laid a foundation for the development of modern management theory.It not only created a new pattern of management decision-making,but also brought epoch-making innovation to the management circle.It is also a key to our understanding of human behavior,with profound philosophical implications.From the perspective of Simon's bounded rationality,this paper studies the management philosophy of non-programming decision making.The key of this research is to use Simon's bounded rationality to explain his non-programming decision,to demonstrate the inevitability of non-programming decision-making,and the rationality of the decision-making method and decision-making technology it adopts.Learn to open up the inner connection between Simon's two ideas.This paper first introduces Herbert Simon's bounded rationality and his thought of non-programmed decision-making.Bounded rationality has two core parts: the degree of information integrity and accuracy and the ability of information processing.On this basis,the paper further discusses the promotion and challenge of new technologies of big data and artificial intelligence to "human-machine system" as a decision-making management technology.Big data technology can make up for the lack of information,and the role of new artificial intelligence technology is to improve our ability to deal with problems through human-computer engineering.However,some people believe that big data will break through the limitation of information and artificial intelligence will replace human brain to become fully rational.Facing the challenges brought by these two new technologies,the author concludes that as long as people exist,it is impossible and people are always limited rational.Therefore,it reveals the realistic significance of Simon's management philosophy in the contemporary era.
