As the development of the world manufacturing industry center, the development of manufacturing enterprises in china is getting more and more highlighted. The competence of HR staffs in those manufacturing companies is getting more critical to the competitiveness and development of the company. There have been some researches on HR staffs'competence domestic and abroad. However, there are not many researches on HR staffs'competence of manufacturing companies. The traditional HR managing function is experiencing the change from"affair function"to"strategic function". Strategic HR management theory provides concrete theoretical foundation to presumption of competence of strategic HR staff. This thesis, which is based on results of former HR staffs'competence research, combined with specialty of manufacturing company and strategic HR management theory, raised model for strategic HR management competence theory of manufacturing company. And it also resulted formal thinking model of manufacturing company's HR management competence after experiment of theory thinking model. Based on this, I combined interview and questionnaire to do research. The researching samples are mainly in Suzhou area and selected 20 HR staffs in Suzhou manufacturing companies to do key performance interview according to some performance criteria. And also I applied random sample of different group in selecting 400 HR management personnel in Suzhou manufacturing companies to be questioned. The questionnaire is issued in hard copy and soft copy and is to collect data to do statistic analysis. And finally the manufacturing company's HR staffs'competence module is obtained.The research result shows:1. Manufacturing company's HR staffs'competence includes four classes and 12 factors. There are: Personal factor: professional knowledge, personality charming, confidenceOrganizational factor: organizational understanding, organizational commitmentApplication technique: directional and consultant ability, information collection ability, communication ability, customer serving abilityStrategic contribution: influence, relationship, learning ability2. Each factor of the HR staffs'competence of manufacturing company is tightly tying with each other. High performance HR staffs can optimize personal factor, personal and organizational relationship and possess strategic contribution sense and high HR management technique.3. The evaluation of importance of manufacturing company's HR staffs is different in personality and organizational factor. Female HR staffs highlight confidence more than male HR staffs. Importance evaluation of most competence factors is different in age, education, working age and position. HR staffs from different companies show large difference in importance evaluation on communication ability and directional and consultant ability.
