become the worldwide hot issue with facing the increasingly fierce outsidecompetitions and the changeable operating environment. Nowadays,national enterprises are confronted with a lot of problems such as laggardmanagement notion of human resources, unsuitable encouragement,checking and supervising system which restricts seriously the developmentof enterprises. As part of the human resources, the finance and accountinghuman resources have those problems. Under this situation, we must studythe newest theory of finance and accounting human resources managementin the world, and know about the international human resources strategy,which could provide some new idea and human resources managementmodel to the Changqing oil field. This author established the developmentstrategic, the principle and the construction goal of finance and accountinghuman resources for Changqing oil field on the foundation of the presentinternational advanced finance and accounting human resourcesdevelopment idea and the matured developing platform model. Under theguide of these strategy and basic principle, in order to achieve the aboveconstruction goal, the Changqing oil field should consummate its finance andaccounting human resources management system, establish lifelong trainingsystem and so on. Through implementation of these strategy, complete thesystem of using finance and accounting human resources, enhanceaccounting personnel comprehensive quality which could promote thedevelopment of the enterprises.
