With the increase in the size of the large and medium-sized state-ownedenterprises, the differences in their developing speed and management and themismatch between financial administration and service have become obvious, whichare shown as follows: the mismatch between the separation of accounting fromfinance required by the enterprises’ administrative decision and the present financialframework of the enterprises; the mismatch between the downsizing for efficiencyand the overstaffing in the branches; the mismatch between the enterprises’ reform inthe standardization of work-flow and the present financial patterns; and themismatch between the requirements of the inside and outside supervision and thefinancial efficiency, etc.The establishment of the financial sharing pattern and the building of theall-level financial sharing center helps to solve the mismatch problems mentionedwith its specialization, service, standard, technology, scale, unification and efficiency.That conforms to what China Telecom Group Corporation and its provincialbranches aim for in terms of financial transition. A series of financial strategiesincluding the deep-level financial transition, the standardized administration andservice, the separation of the duties from the post of the accounting and financingwhich are proposed by China Telecom Group Corporation need the finance-sharedpattern to make all these possible.This paper makes a preparatory research on finance-shared service theory andthe practice of the finance-shared service pattern of China Telecom GroupCorporation and its provincial branches. Starting with the present problems existing in the financial situation of China Telecom Group Co.Ltd Jilin Branch, applying themethods of literature research, investigation, reduction and deduction, this paperintroduces this pattern’s purpose, the relative principles, the service content, thestandardized design, the recreation of the work-flow, the executive plan and thespecific steps, and explains its practice guarantee including the organizational system,the institutional guarantee and the systematic guarantee with the focus on thesignificance and necessity of the sharing service, the guiding ideology and the basicprinciples of the pattern design, the measures of practice and guarantee. With the realwork conditions as the basic starting point, the paper tries to find the problems,analyze them and come up with the solution to them, thus functioning as a guidelinefor China Telecom Gruop Corporation and companies alike to apply this sharedservice pattern and objectively invites other researches on the similar problems fromother enterprises.
