The Risk Management Research Of Agent-construction Model In Government Investment Project

The reform of government investment project is one of the most important tasks of construction management system in our country. As the investment of government investment project is accounted a high proportion, it is necessary to have the government project reformed. As China had entered WTO, it is urgent to find a new government project management model to match the internationalization. Agent-construction model, as to be a good way in government project, is tried in many places in our state. This thesis is based on agent-construction model in government project in Shanghai, summarized and analyzed agent-construction's basis of theory, market mechanism, operation flow and supervision system.Fist of all, this thesis gives a conclusive analysis about government project management model in our country and international, especially talking about agent-construction model develop course in state. Then explains the theory of agent-construction, we get known that it is a double deck trust-agent relation, which is a market model. With the game theory it analyze agent-construction principal parts relationship and the up-limited right distribution way. After that it talks about the details of rights distribution in agent-construction principal parts, and gives some proposals about the construction flow in the agent-construction model.Then this thesis gives the material operational flows and affairs, and explains than it needs four compound system to form the agent-construction system, it is qualification of project management company, charge standard of agent-construction, ways of chose project management company and project risk management. Following that it talking about the supervision system, and emphasized government department duty and order in agent-construction system supervision, gives a evaluate system about project management company. With the way of fuzzy mathematics it analyzed and gives the judge rules. At last in presently non-profitable government project is the appropriate project to carry out in agent-construction and give some advises about it.In the finality, the problems requiring further studies are discussed.
