With the continuously deepen of the economic globalization, the internationalization of enterprises' management has been the irreversible trend of era. Modern enterprise is affected and restricted by a lot of factors while living and developing. One of them, the most important and essential is the laborer, who is human resource in enterprise. They are only factor that has close relationship with human being in all resource. High demands are needed for the manager in enterprise globalization, and the human resource managements decide the capability of the enterprise to obtain its strategic aim in larger extent. Strategic human resource management (SHRM) is a totally new concept of management for modern enterprise, which is different from the traditional human resource management who only plays a general function in the management, but the SHRM uses a more guided method to explore the mutual relation between the human resource managements and organization, combines the compete stratagem of the organization with all kinds of activity in the human resource management, and can help the organization obtain the compete advantage.Based on brief introduction to the definition of human resources and HRM, this paper first analyzes the new tendency of HRM in the new globalization age, followed by the presenting of the concept of international HRM. In part II, through an analysis of the different variables that respectively affect international HRM and domestic HRM, it makes a comparison between the western model of HRM and the Japanese model. Then it presents, under the background of economic globalization, human resources stratagem of international HRM, the structural reformation of international enterprises, service-oriented HRM and cross-cultural management. Finally, based on an analysis of the present conditions and experiences of the human resources stratagem adopted of foreign enterprises in our country, this paper proposes several practical ideas to improve the level of domestic HRM.
