| In the international trade, the measures of trade protection can bedivided into two types in general, one is tariff barriers and the other isnon-tariff barriers including import quota and import certificate, etc. Withthe globalization of the world economy and the development of theinternational trade, technical barriers to trade have become very importantmeans to modem trade protection, which are the most concealed anddifficult measures of trade protection to deal with in the world.Technical barriers to trade (TBT) are non-tariff barriers used byimport countries for reasons of protection of national security, of humanhealth and of the environment, for the prevention of deceptive practicesand for product quality. By means of technical regulations, standards andconformity assessment procedures, etc., the import countries can achievea certain policy object to restrict import eventually. Technical barriers totrade have the characteristics of rationality, concealment, flexibility,complexity, solidity and so on. Agreement on Technical Barriers to Trade(WTO/TBT') and Agreement on Sanitary and Phytosanitary Measures(WTO/SPS) are also powerful weapons for China to face the challengesfrom any technical barriers on trade.Recently, the export trade has developed rapidly, but the constitutionof the export products is too simple, the regions of export countries are too concentrated and the scales of export enterprises are very limited.Under this circumstances, the reality of technical barriers on tradebecoming more and more serious, so that the enterprises are put in adisadvantage in the fields of the constitution of export products, theregions of export countries and the scales of export enterprises. Ourgovernment must take effective actions to deal with it, otherwisetechnical barriers to trade will become the main obstacles for China toexpand the export trade.The thesis starts from the definition of TBT and WTO rules andregulations of TBT in both general and narrow sense. On the basis ofother researches on TBT, the thesis analyzes, in a macro way, theeconomical effects of TBT and the impact to China Exportations causedby TBT. Furthermore, relative countermeasures and suggestions will begiven viewed from Enterprises, non-government parties and theGovernment. |
