With the development of economic globalization, the competition of international market is increasing, it is the requirement about quality and safety of food has become more sophisticated. Tea is a traditional crop for agricultural economy, also is one of the main export volume of agricultural products. Since the 1990s, the tea producing in China develops very rapidly. In the meanwhile, Japan, the United States and the European Union and other developed countries (regions) have introduced new standards for tea imports to protect domestic markets and the safety of consumers, and applied more stringent and more demanding technical barriers to trade for tea imports, thus hindering seriously the export of Chinese tea to these goal markets. Therefore, studying the situation of TBT existed in Chinese tea export and its effects, that has a momentous practical significance for our country to breakthrough TBT abroad and to enhance international competitiveness of Chinese tea.The research object of this thesis is Technical Barriers to Trade in tea. With list method and the method of comparative analysis and empirical analysis, this article studies TBT and its impact on the tea export from China systematicly and deeply. Firstly, based on collecting and arranging relevant statistical datas, the article analyses the trade status of Chinese tea export and puts forward the existing problems, including the quality problem, brand and market, etc. Secondly, through concluding and arranging relevant information with TBT, the article analyses the status of TBT existed in Chinese tea products, and points out the main reason Chinese tea export blocked, including pesticides, contaminants, microorganisms and excessive heavy metal content, producing and packaging not in conformity with the requirements of target markets; and compares the relevant tea standards at home and abroad, finding out Chinese tea standards are basically the same with international standards, but compared to the major importing countries'standards, which are still a certain gap; then this article evaluates the double influence of technical barriers to our tea products export. Thirdly, the article calculates the international competitiveness of Chinese tea using the Market Share (MS) and Trade Competitive Index (TC), we know MS is increasing, but TC index declining. Then this article also uses the gravity model and takes an example to analyse the influence of TBT to Chinese tea export trade, coming to the conclusion: TBT on Chinese tea export are both challenges and opportunities. Finally, considered the actual situation of tea export trade, the article gives some advice to overcome the technical barriers for Chinese tea export from the Macro and Micro two levels.
