The Study On Protecting Interests Of The Land-lose Farmers During A Country's Urbanization

The losing of fields by farmers is a natural society phenomenon during a country's urbanization. Through the development of the country's economy and society, those farmers lose their fields because of urban and industrial occupation. In recent years, a series problem of field-losing farmers is getting more and more outstanding as the acceleration of our country's urbanization. Lots of plow land is taken back to the stat; lots of farmers lose their land; the land property right is unclear; the farmers'profit is lost; and the farmers who have lost their land would always lose their job together. This may due to the environmental conditions, and their interior cause either.Either from the view of possibility or necessity, the land-lose farmers will exist in China in a long period, and their quantity is in a high-raising state. To deal with this problem, first its importance and hardness must be taken into consideration. However, because of the politics, history, and city structure, the problem become somewhat complex and difficult to be solved.After the farmer's land are taken over by the government, how to allocate the farmers will become the key point of the country's, even the urban's prosperity and stability. This paper base on the questionnaire of ShuangLiu county's land-losing farmers, discussing on land compensation, living standards of the land-losing farmers, and their re-employment and social security, and trying to search the way of solving these problems.This paper is divided into three parts. The first part consists Chapter One and Two. Chapter one is introduction, which introduces the background, purpose, researching method and innovation. Chapter Two summarizes the status of land-losing problem, mainly focus on the general condition of the land-losing farmers, the background, the effect and its theory, providing background information and analysis frame for the whole paper.The second part consists Chapter Three and Four, which is the demonstration and analysis part, also the main part of this paper. Chapter three introduces the general situation and the county's land-losing farmers and analyses the government's policy. It briefly analyses and judges ShuangLiu county's situation, such as land levy, employment, and social security. Chapter Four detailed demonstrates the data collected from villages and farmers, concretely analyzing and comparing them, getting to some conclusion.The third part concludes Chapter Five and the Conclusion. Chapter Five is the countermeasures suggestions, through the analysis of the land-losing farmers of ShuangLiu country, it bases macro level ,and raises suggestions on the reform of land requisition system , strengthening capacity-building and improving the social security, and so on . The conclusion has summarizes the whole paper and has raised the basic judgment with policy innovation value.
