Modern enterprises obtain the economic benefits in but the economic entity that make up according to certain rule as manpower capital and material capital, in enterprises develop, the most important thing is the managerial talent on the senior level of enterprises, the largest manpower capital is enterprise's operator's manpower advantage.Since reform and opening-up, our country has been seeking to set up the enterprise operator's manpower capital incentive mechanism in conformity with socialist market economy al the time, no mater reform granting power and allowing keep a bigger share of profits, stage of switching from profit delivery to tax payment in initial stage, or the contract managerial responsibility system of enterprises for the future and modem enterprise system are reformed, having produced certain effect, but the result is barely satisfactory all the time.Enterprise operator, salary mechanism, state-owned enterprise of operator especially greatly difer from each other from the demand for socialist market economy even.
