The failure cases of enterprises are much more than the successful ones. Most people put all the blames on the enterprise strategies and tactics. But in most of the cases, the strategies themselves are not the causes, because they go with the tide; tactics are also right, because they operate the enterprises according to the familiar and right profit pattern. In that case, what on earth caused the failure of enterprises? With this question this paper studies the deep causes which led to the failure of enterprises under dynamic circumstances and focuses on the problem of executive ability. The study of this paper is based on the dynamic circumstances and the topic of the study is the executive ability of enterprises. The study and discussion aboutthis topic are totally new not only at home but also at abroad. So the research results and conclusions of this paper have inevitably plenty of flaws and the concrete application of these research achievements still need to stand the test of practice. This research of this paper is based on the three important aspects——the culture,the team and the flow. Through the three aspects, we can forge the executive ability, According to the current situation of the theory of executive ability. This paper creatively advances the proposition of the executive ability of and studies on it under the current dynamic circumstances. Based on the analysis of factors of executive ability, it put forward a tentative framework of the guarantee system of the executive ability. It also put forward the promotion ways of the executive ability. All of the above have gradually enriched the theory of executive ability. They have much practical significance to the enterprises to achieve and maintain permanent competitive advantage.
