With the entry of WTO, our commercial banks are facing more and more pressure from the strong market competition from the foreign banks and domestic economic system transforming and enterprise restructuring. Under the situation, our commercial banks have to improve service standard, make more profits while trying to reduce risks with consistent financial innovation. Nowadays, more and more commercial bills of exchange and bonds are used in the financial market, therefore, the traditional loan market is shaken. The commercial banks have to reform their profit model. As a result, the profits from the interest keep lower and lower while those from non-interest do higher and higher. To develop the non-interest intermediary business has become a must for commercial banks to keep successive management and development.The proxy of collecting fees is an important part of bank's intermediary business and the earlier one. However, as a free-lunch, it has occupied banks' limited service resources with the booming of proxy business and public payment, even prevented the banks from normal savings business. With the increasing of the management cost, It has put the banks in an embarrassed situation. If give up the proxy business, all the expenses for the development of science and technology and business marketing of the proxy business will be a waste, and even there will be a great pressure from the public since people will think the banks have no social responsibility; If not, the banks have to work under great pressure and risks.Based on the investigation and research, as well as vast data, the article gives a detailed explanation on the business type, profit model, payment channel, characteristics and existing problems of our commercial banks when carrying out proxy business and analyzes the existing problems connecting quality analysis with quantity analysis. It also comments on commercial banks' proxy business with SWOT analysis with relative theory of management and talks about the cooperation between banks and government, integrator and even those in the same business. In the end, the writer gives some advice on the future proxy business to the banks.
