The investment of human resources capital has been a focus which attracts the attention of all the nations in the world. Since China has the largest number of population in the world, the abundant quantity in human resources is the basic condition of China. Comparing with the other parts of China, human resources in the north-east part of China is superior to that of the others. Human resources in the region are not only abundant in quantity but also higher in quality. But when investigating the investment of human resources capital in the north-east, we have found there exists lots of problems, such as irrational imbalance of industry, investment structure, the distribution between the cities and the countries, and low utilization ratio of human resources capital, so theses problems are liable to cause brain drain. This article begins with the definition and then follows the summery of methods and characteristics of investment of human resources systematically. It analyses the elements about the investment of human resources impact on the regional economy though the investment of the human resources model of Rockers as well as the main problems and its formation causes of the investment of human resources in the area of the north-east though the relevant material and data. The author also points out that the inadequate and ineffective investment is the main problem in the current process of the investment of human resources capital in the north-east part of China. And then the author proposes some suggestions to solve the problems of the investment of human resources capital in the long run to make the sustainable development in the economy and society. We think that it is necessary to liberate our minds ,establish the integration of the market, bring the three provinces advantages into play to form mutual complement of Jilin province, Liaoning province, Heilongjiang province, fulfill the legal security and create a better atmosphere to exploit the potentiality of the human resources . Thus we can train the talent and put the brain drain into an end.
