As the major economic and political power,China's voice and influence in the global economy and politics are increasingly.With sustainable and rapid economic development,the comprehensive strength and the people's living standard and quality have been significantly raised.The rapid growth of GDP in the recent 3 decades has attracted the attention of the world and established China's dominant position in the international community.However,there are some serious ecological,environmental and resource issues behind the rapid economic growth in a large scale.These issues have drawn great attention from the governments at all levels who are committed to promulgating relevant policies with a view to achieving a benign,harmonious and coordinated development of ecology,environment,resources,economy.As an important coal base in Changji Prefecture and even Xinjiang region,the pattern and effect of resource utilization in the East Part of Junggar Basin not only affects the economic development of Changji Prefecture and Xinjiang region,but also affects the sustainability and harmony of local social development.Under the circumstance of increasingly constrained resources and environment,it is of profound urgency and importance to conduct a comprehensive and systematic study on the coordinated development of resources,environment and economy and on the strategic policies in the East Part of Junggar Basin.The purpose of this paper is to analyze the mechanism of resources,environment,economy and society coupled in theory and to measure and evaluate the coordinated development of resources,environment,economy system to enrich and expand its theory of coupled and coordinated development;In practice,it will achieve multi-win for resources,environment and economy benefits in the East Part of Junggar Basin and even the whole country,seize the initiative in international trade,and meet the exploration path of eco-economy,low-carbon economy and people's ecological needs.To a certain extent,this paper aims to realize the development model of in the East Part of Junggar Basin from being separated from each other to coupled and unifying,and to Transform the identity fusion of"economic man"to"ecological economy society person".It is of practical significance to pay attention to the model of"double competition"between market and ecology in international trade in the East Part of Junggar Basin and to enrich and expand the study on the coupled and coordination theory of resource-environment-economic system.Based on the previous studies,this paper introduces the concepts of coupled entropy,coupled medium and coupled interface,from the perspectives of resources,environment and economy system coupled generation theory and constitution theory,and combining information theory,coordination theory,catastrophe theory,dissipative structure,it analyzes the evolution mechanism of regional resource-environment-economic system coupled,and further construct the evaluation model of regional resources-environment-economy system coupled and coordinated development.This paper evaluates the degree of resources,environment,economy coupled and coordinated development in the East Part of Junggar Basin vertically,studies the policy ideas and policy choices to promote the coordinated development of resources,environment and economy system in the East Part of Junggar Basin,and makes great efforts to realize the combination of the regional resources,environment,economy qualitative and quantitative,empirical and normative,the combination of theoretical analysis and engineering modeling,try to enrich and expand the regional REE coupled and coordinated development theory.The main content and The main findings of the article is:1.Analyze the resources-environment-economy subsystem in the East Part of Junggar Basin from three levels for further analysis.Firstly,this paper introduces the basic status of the resources-environment-economy subsystem in the East Part of Junggar Basin from the aspects of natural environment,resources,economy and environment.Secondly,based on the evaluation of environmental subsystem,it analyzes the basic characteristics of the system of resources,environment and economy in the East Part of Junggar Basin.In analyzing the characteristics of the environmental subsystem,the energy-CO2 performance index?ECPI?of representative regions in Xinjiang,including the East Part of Junggar Basin and Urumqi region,is mainly evaluated by using the DEA method including the unintentional output.The conclusion shows that the ECPI overall level of Xinjiang region,including in the East Part of Junggar Basin,is relatively low.In the East Part of Junggar Basin ECPI rose from 0.327 in 1997 to 0.543,with an average growth rate of only 3.7%.Finally,the overall situation of in the East Part of Junggar Basin of resources,environment and economy subsystem is analyzed by assessing the ecological vulnerability of in the East Part of Junggar Basin.The results show that the main grade of ecological vulnerability is low,all of them are mildly fragile,and there are no potential ecological fragile regions,high ecologically fragile regions and extremely fragile regions in all counties and of the East Part of Junggar Basin.2.The paper evaluates the degree of coupled and coordinated development between the resources,environment and economy subsystems,the two systems and the three systems by using the DEA model with unwanted output.The basic conclusions are as follows:firstly,the single subsystem is evaluated.It is found that it is rare for the three subsystems to coordinate effectively and develop effectively.At the same time,in most years only one is effective.for a single subsystem;Within the resource subsystem,coordination is effective and development is not effective in most years:coordination is not effective and development is not effective in a few years;and development is not effective and coordination is not effective in the main years of the environmental subsystem.In a few years,coordination is effective and development is not effective.Within the economic subsystem,development is not effective and coordination is not effective.In a few years,coordination is effective and development is not effective,but development is not effective.The number of years of non-effective coordination is less than that of the environmental subsystem.Secondly,the development degree of coupled and coordination between the two subsystems is evaluated,and it is rare for the two subsystems to coordinate effectively and develop effectively at the same time for the development degree of coupled and coordination between the two subsystems,the coordination and development of the resource and environment subsystems are not effective in the main years.In 1997,2003,2013 and 2014,the coordination is effective,development is not effective.In 1998,2010 and 2011,the resources and economy subsystem was not effective in coordination and development,and coordination was effective and development is not effective in most years.The cooperation between environmental subsystem and economic subsystem is not effective for 1/3 years,development is not effective,and coordination is effective and development is not effective in nearly 1/2 years.Thirdly,the degree of coordinated development of the three subsystems is evaluated,and it is found that,although the degree of coupled and coordinated development of resources,environment and economy systems in the East Part of Junggar Basin has been improved,it really meet at the same time development effectively,coordination effectively,synthesis effectively,and the year when the structure proportion between subsystems and elements of subsystems is appropriate is rare for the degree of coordinated development of the three subsystems,The system Coupled and coordinated Development effect in the East Part of Junggar Basin from1995 to 2015 meet at the same time the development is effective,coordination is effective,comprehensive effective in 1995-1998 and 2003-2009 and 2012-2013,in2015.The proportion of the structure between the subsystems and the elements of the subsystems is appropriate.Relatively speaking,the overall coordinated development of the system coupled is the best.In 2000,2001,2002 and 2014,the coordinated is effective and development is not effective,that is,the proportion of the structure between the subsystems and the elements is appropriate,but the input-output scale is not the best In 1999,2010,2011,the coordination is not effective and the development is not effective,both the structural ratio between the elements and the input-output scale have great room for improvement.3.Forms a policy system which is in line with the present situation of resources,environment and economy in the East Part of Junggar Basin and promotes the coupled and coordinated development of resources-environment-economy subsystem in the region.First of all,Taking the future development trend of environmental carrying capacity as the index,the paper analyzes the background of the policy system of the coupled and coordinated development of resources-environment-economy subsystem in the East Part of Junggar Basin.Specifically,using an value method to measure the size of in the East Part of Junggar Basin environment carrying capacity.The estimated results show that the SO2 emissions from the planning projects in the East Part of Junggar Basin in 2018,2020,2025 and 2030 are 22,800 t/a,45,600 t/a,62,400 t/a,71,600 t/a respectively.This shows that the environmental carrying capacity in the region is declining.The main reason is the sharp increase in power plant projects between 2020 and 2030.Second,Based on the theory of green industry system in the new period of our country,it forms the theoretical foundation of the policy system of promoting the coordinated development of the resources-environment-economy subsystem in the East Part of Junggar Basin.Thirdly,in terms of industrial structure and layout,this paper analyzes the basic conditions for the policy system to be formed by coupled and promoting the coordinated development of resources-environment-economy subsystem in the East Part of Junggar Basin.The industrial structure is based on the integration of coal and electricity,coal,electricity and metallurgy,coal chemical industry,coal to gas,and coal to oil.The development of the service industry,especially the modern service industry,such as finance and insurance,is relatively lagging behind.Finally,This paper analyzes the basic contents of the policy system of promoting the coordinated development of resources-environment-economy subsystem in the East Part of Junggar Basin from the angle of promoting the industrial structure.
