In current science and technology swift and violent development economical time s, The science and technology as the first productive forces have become the human survival and the development first essential factor gradually, and are the most main impelling force in the social economy development. But after our country joins the WTO—International Trade Organization, the overseas developed enterprise advanced management pattern gives domestic enterprises great touch and very good inspiration. The same with the science and technology, the advanced management also becomes very important impelling force for the enterprise development. Current very influential and powerful management is the human resources management. In order to pursue the overseas advanced enterprise, some state-owned enterprises starts from human resources disposition, emphasizes the match between enterprise scale and the staff quantity prominently in the reform, and emulates the overseas advanced enterprise in the enterprise scale and in the staff quantify. How to exploit the technical carrier—person's potential, namely human resources development, is some enterprise's key problem. This paper utilizes the human resources management basic theory and combines some state-owned enterprise's the concrete present situation, uses the qualitative analysis method to discusses the human resources optimization disposition and the human resources development process and the pattern in some state-owned enterprises in the reform. And proposes own viewpoint. The paper first elaborates the basic theory about the enterprise human resources and their disposition, development and management. The paper analyzes the problems existed in the human resources reform and management, and possible hidden dangers produce in part state-owned enterprises. Finally some proposals about improving the management and optimization disposition of human resources for some state-owned enterprises are presented. Combining the production reality of HBPEC, this paper discusses the science forecasting and the reasonable disposition of human resources demand, the improvement of the training already developed, the post optimization, more scientific, more practical appraisal and inspection methods of staffs, and the inspiring way, so as to make the enterprise human resources management more scientific and friendly users.
