Consideration Over Bettering Managerial System Of China's Scenic Spot

Scenic spot is an area approved and named by the government, in which the resources of scenic beauty for sightseeing are concentrated. Actually, the management over the scenic spot belongs to an administrative act. The establishment and the development of scenic spot and its management have their unique historical background. Along with the setting up of market economic system and the deepening of the reform of administrative mechanism, many drawbacks and shortcomings that are inadequate with the times are exposed in the managerial system of scenic spot. The solution for them should be found in the management system existed.From the establishment and development of the scenic spot and its management system, the article analyzes the drawbacks in the existing managerial system, and introduces the surveys of administrative system in foreign countries and Hong Kong'similar regions and puts forward the target and idea for the reforming and bettering of the existing system of scenic spot. The article is composed of introduction and four sections. The article'aim, significance and main contents are raised in introduction; the first section is the survey of scenic spot, dealing with connotation and functions of scenic spot as well as the connotation and function of management system of scenic spot; the second section analyzes the management system of national garden of foreign countries, introduces the connotation and function of national garden as well as the managerial mechanisms of Norway , the United States , Australia, Germany and Japan, from which, some inspiration can be drawn; the third section is the analysis over China's managerial system of scenic spot and the introduction to the development course and present state of China's managerial system of scenic spot as well as the questions existed; the four section contains the aim and proposition for the reform of the managerial system of scenic spot of our country, raises the countermeasures and consideration to the issues of reinforcement of legislation, construction of consolidated legal system, establishment of unified managerial organ in a gradual and an orderly way, as well as the separation between the sectors of government, enterprises and institutions inside the scenic spot management.
