Along with our country tourism market in recent years of rising and scenic tourist line up, make the ecological balance of scenic spots facing great challenges in the scenic spot, and the visitors in the incident of harmonious tourism environment forming a serious challenge. How to effectively solve the ecological environment protection and tourist development, how to support the scenic area to have a quick response for events in the incident ,ensure the effective safety problems of tourist scenic spot has been placed in front of managers. Through the investigation and analysis of the above problems, the main reason is due to the scenic spots and internal structure is complex, the lack of effective information interaction between the scenic area, the decision makers in the attractions for tourists behavior and the number of real-time information cannot master and analysis, and decision makers in the scenic spot management is commonly by previous experience and feeling to subjectively to distribute for scenic spots between vehicles, which makes the scenic spot in handling congestion and emergencies cannot guarantee dispatch vehicles timely to the site, etc.In jiuzhaigou scenic spot as the research object,and analyses jiuzhaigou some problems ,such as tickets, ticket dragon stream line and attractions in the tourist season, and attractions uneven distribution density, vehicle scheduling failure, system security problems and so on. so this paper proposes a method based on RFID cards of traffic flow and scenic emergency simulation decision-making system scheduling, This system by using the theory of relationship between spatial geometric analysis of relevant theoretical slowly to discrete layout of the scenic area, and establish relevant discrete grid chemical. Then, visitors to the scenic spot in the grid Agent and Vehicle Agent of layout, according to the scenic tourist mobile strategy is proposed based on intelligent direction, and the shortest path algorithm .Using VSP (Vehicle) theory as the scenic Scheduling their Vehicle Agent Scheduling model based on genetic algorithm and the solution, and Repast simulation platform in the exercises. Finally, this system is proposed using decision tree to resolve the relevant theories of ecological environment security alarm in the scenic spot.In a word, this system can effectively for the scenic spots to provide scientific management system, especially through the decision of tourists and the simulation of vehicle agent platform, not only can easily directly compare the scenic tourist distribution and compare various vehicles scheduling solution quality, more can greatly improve the tourists' satisfaction and promoting the economic and promoting the economic and ecological scenic area harmonious development jointly protect.
