Inner Mongolia Autonomous Region enjoys not only the largest natural grassland in China, but the most important production base of animal husbandry as well. It is therefore an urgent and essential task to solve the contradiction between grass as fodders and livestock so as to reasonably and sustainably develop animal husbandry in this area.Based upon a survey on the mode of production conducted at Horqin Right Middle Banner in Inner Mongolia as a typical representation, this paper has proposed its finding that the development of animal husbandry in this area is facing a serious problem, namely, a serious deterioration of grassland, a frequent occurrence of natural disasters, an unbalanced development between grass as fodders and livestock, unscientific breeding method of livestock, a low production level, a careless breeding management, low intensification level, undereducated farmers and herdsmen, shortage of local financial provisions, backward basic facilities.With these issues as the main focus, this paper has put forward that, a better way out is to convert the mode of production, to reasonably plot out the grazing areas on the basis of experiments, to practice forbidden-grazing and resting, to popularize fold-breeding or half fold-breeding, to adjust livestock structure and thoroughbred cultivation, to conduct intensified breeding, to strengthen the socialized service system and market system construction, to combine adjusting livestock structure and changing mode of production, so as to set out on a way of sustainable development in which, the animal husbandry is better developed while the fanners' income is greatly increased without doing harm to the ecological environment.
