Meanwhile it analyzed the results and experiences of the developed countries and areas'AHE which provided a strongest evidence for the development of Shanghai agricultural headquarters economic.The third part, deeply studying the Status and Problems of the Shanghai Agricultural Development, using of'SWOT'method to find out the feasibility of developing AHE in Shanghai exposited strategic significance of headquarters economic.Fourth, according to the bottleneck the development of agriculture around the Shanghai headquarters economic that we should break through raised the basic ideas and measures of economic development of agriculture headquarters economic from four parts: scientific Planning, policy support, optimize the environment and building first district.
