Predetermined Land Reserve Mode, as a new financing mode of city infrastructure project, has started to get the attention and promotion of the government with its unique advantages in the construction of rail transit projects in China. However, the cost of Predetermined Land Reserve Mode is difficult to control and the failure of cost control keeps the benefits of mode implementation from improving at present. On the one hand, cost control lacks the incentive and restraint mechanism, on the other hand, it also lacks the scientific and effective management processes and measures. The existing research doesn’t provide quantitative basis for the design of incentive and restraint mechanism, and also lacks systematic study on the establishment of cost control system of Predetermined Land Reserve Mode.Based on the analysis of operation mechanism and implementation process of Predetermined Land Reserve Mode, this thesis definitudes the importance of cost control in the implementation of Predetermined Land Reserve Mode. Based on the analysis of the present situation and existing problems of cost control of Predetermined Land Reserve Mode, this thesis uses the principal-agent and cooperative game theory to model and solve the problem of incentive level selection and cost allocation, and the game results are discussed combining with the actual work. The analysis results provide a quantitative basis for the incentive mechanism design of cost control. Based on the analysis of game results, this thesis establishes the cost control system of Predetermined Land Reserve Mode in accordance with the idea of comprehensive cost management. And the implementation process and specific measures of cost control for the government and rail transport construction unit is studied. Finally, this thesis designs and develops the “Predetermined Land Reserve Management System” based information platform. It provides a powerful tool to control cost for the government and rail transport construction unit.This thesis is adopted the method that combining qualitative and quantitative analysis to make a thorough and systematic research on cost control system of Predetermined Land Reserve Mode. The conclusions provide the basis for cost control of the government and rail transport construction unit. It turns out that the government and rail transport construction unit should design the scientific incentive and restraint mechanism and establishes the complete cost control system of Predetermined Land Reserve Mode. It helps to strengthen the dynamic control of cost, so as to improve the efficiency and effectiveness of cost control and guarantee Predetermined Land Reserve Mode to achieve the expected benefits. |
