Knowledge management is a new management pattern which accommodates to the knowledge economic periods and an important stategy which caters for the challenge of the new times .Nowadays, from the global sight, we can see the Western developed countries which are trying their best to get the transition of the society of the knowledge economics.As the famous professor Peter F.Drucker emphasizes, knowledge has become the principal resource and the knowledge productivity has become the key to the competition and development of the Economics.Being the elementary cells and the subject of Economics in the economic society, enterprises are to be the first challengers to accept the challenge of the new times, so, they must firstly change their traditional management thoughts and models in order to performance the proper management models which accomodates to the new periods.Learning organization is the best choice which may contributes to the success of the enterprises in the new economic times.Since the 1990s, when the famous management professor of the American called Senge.P. M produced a new book named The FifthDiscipline------the artistic and business of the learning organization, researching, applying,and widening this theory has spread the worldwide in the global business and management.This paper is based on the theories of the knowledge management and learning organization to discuss the relations between them and how to combine them together in a right way. We want to supply the enterprises the proper tactics to improve their management level and cultivate their lasting key-competitions.The first part of the paper summaries the newest development of the knowledge management and learning organization then, some mutual mechanic analyses on the two factors in general are following;therefore, from these three factors: knowledge subjects, organization and strategy,the knowledge management strategy in the learning organization are discusses;In the last part a construction problem of learning organization based on knowledge management is put forward and tells us how to construct useful organization from the three factors: human resources management, information system construction and organizational and cultural construction.The paper tends to tell us that knowledge management and learning organization has indispensable relations. Learning Organization emphasizes the knowledge creation based on the adoption of the changes between inner and outer organization environments, while the knowledge management emphasizes the combination of the inner-outer of the organization. The two tends to performance the knowledge management tactics from the knowledge subject, organization and tactics with the help of the combination of the organization learning system. And they still construct the learning organization based on knowledge management in the follow factors: human resources management,information system and organizational and cultural construction.
